Comcast only said that live streams would be coming "later" this year, but on-demand content will be available in the coming weeks via the company's 'Xfinity TV' iPad app. The 'Xfinity TV' app currently allows customers to use their iPads to search for video, and acts as a remote for their set-top boxes; on-demand content will be unlocked via a software update soon. Don't expect FIOS and Time Warner to let Comcast take the lead for long, though.
